Changes to ROE 

ROE MUST: 

• be modified to support 7-100 series doctrine (C2 
nodes, Arty TTP, Logistics, etc) 

• respect terrain (OPFOR doctrine emphasizes use 
of complex terrain) 

• respect all OPFOR BOS (Intel, Engineer, etc.; TTP 
for collection, CLIV allocation, ) 

• respect OPFOR capabilities (360 fight, full 
spectrum of weapons, etc) 

• respect "free thinking and adaptive” (Continuous 
ops, counter-attacks, boundaries, etc) 

ROE MUST NOT: 

• Impose time restrictions 

• Seek to restrict or limit OPFOR (scenario defines

■Training objectives are written so poorly that exercise 
design is difficult. 

■Task/Condition/Standard using AUTL. 

* Condition based not outcome based. 

• CTC experience is not "free lunch" 

■Exercise design is done backwards RTW first, then to 

tactical level. 

■Build tactical piece around training objectives then 
scope RTW to fit. 

■OPFOR is constrained by CTC ROE to "give Blue a 
chance to train." Non-COE compliant. 

■CSA guidance "equal chance to win", "level playing 
field" and "appropriate force ratio" not evident in all 
events or exercise design. 

■OPFOR as a thinking enemy or inanimate training aid

• BLUFOR KSAs/Doctrine/training must catch up 

* CTCs must configure & ready themselves to lead 
this charge
